TUCFA Designation Request


On April 12, 2018, the Board of Governors of the Áù¾ÅÉ«Ìà received a  from the Áù¾ÅÉ«Ìà Faculty Association (TUCFA) requesting that the board designate all Management and Professional Staff (MaPS) at the university as members of the academic staff. The Chair of the Board of Governors of the Áù¾ÅÉ«Ìà responded to TUCFA’s request on and May 31, 2018.

On June 4, 2018, the university announced the establishment of a six-phase  to guide the review of MaPS positions and the recommendations to the Board for designation of academic staff. On July 25, 2018, the university announced the members of the working group tasked with overseeing and implementing the Designation and Consultation Process, and that same month, the working group commenced its review. The working group broadened the original Indicators for Academic Staff Designation (outlined at paragraph 26 of the Designation and Consultation Process) to ensure all positions which may potentially be appropriate for academic designation would be identified. On September 25, 2018, TUCFA filed an applicationwith the Alberta Labour Relations Board. Specifically, TUCFA asked the Labour Relations Board to determine whether MaPS employees are academic staff members.

The working group met 18 times between July 19, 2018 and March 15, 2019 to conduct phases 1-3 of the Designation and Consultation Process. Further to the university’s update on March 7, 2019, the working group identified approximately 80 positions as potentially performing academic work during its preliminary review of all MaPS positions. Following its interviews with management in the Faculties/Units where these 80 positions reside, the working group identified 23 positions as potentially appropriate for academic designation. The 23 employees in these positions have all been notified that their positions have been identified.

On April 30, 2019, TUCFA adjourned their application with the Alberta Labour Relations Board sine die while the parties attempt to reach agreement on the positions that are subject to the application, and on May 14, 2019, the university commenced consultation with TUCFA pursuant to phase 4 of the Designation and Consultation Process.  The parties continue to meet and will update this website as the situation evolves.
